Background information:
A railing with handrail is a railing which we see a lot on viaducts (especially from the '50s), or locations where a footpath or road crosses a small ditch or canal. It prevents in both cases that people end up in places where they should not be.
The handrails on top can be a reason to use this railing along a footpath, so pedestrians can also derive support from it.
